Dash switch ?
Even if you have a single tank, some still have the plug for a switch with a factory jumper that plugs in in place of a switch.
Check a wiring diagram and see where the power goes after the inertia switch.

the original problem was it was not holding pressure. After running the truck the pressure would drop straight to zero after turning it off. Even when it was on, it only was at about 30 psi and 28 is the lowest in the recommended amount. The new fuel pump runs at about 38 and holds pressure.

Key-off pressure is irrelevant.

I've driven on ~12psi (as it was running out of gas).

That’s what I did to mine and found out that it’s something in the wire/wire harness.
