Default wacked out speedo and no functional cruise

Hello all. My 93 lightning has a strange problem, the speedo kinda works. I mean, it bounces erratically from the actual speed down 5-10 mph starting around 30. Is this a bad speed sensor? And could this be the cause of the cruise control not functioning?

Likely the speed sensor on the differential. It will also cause the cruise not to work or work erratically.

Speed sensor and also make sure the toner ring isn't damaged.
