TPS problem. Why am I getting these readings?

TPS problem. Why am I getting these readings?
Ok so I have a 94 F150 5.0 with a running problem. I got a code for tps. I tested the old one and here are my readings. I did three tests.
Using my volt meter. Neg. to battery ground and positive probing black wire:36 mV.
When I turn the throttle it goes down to 23mV.
Probe orange wire:5V
Red probe from volt meter to positive on battery. Black probing green wire shows around 11 volts.
So I'm supposed to to reading at least 1V on test one and going up to around 5v when turning the throttle. Isn't that correct?
Plug in a new TPS and get the exact same results. Why??? Where's my problem?

If you have an adjustable tps it needs adjusting. Other problems may be high resistance in the wires or a short to power. Also your throttle may not be opening fully. Check at the connections. And make sure the throttle opens and closes fully. 11v is a little low from your battery.
