Default Thermactor air inop 311

This is KOER. Has anyone had an issue like this. I know where the 2 solenoids are by the coil, but I have no idea how to go about trouble shooting this code. Can anyone shed some light?

When do the air valves receive vacuum? At idle or acceleration? I pulled vacuum on the air valves. Are they supposed to hold vacuum, should I hear them make any type of noise as if it were opening.Figured if I ruled the valves out then I would presume the solenoids. Or It could be the signal to the solenoid. IDK this is where I am.
