Fusible link or starter ignition switch?

Default Fusible link or starter ignition switch?

I'm still having problems on my 1989 f150, 5.0 automatic. When I turn the key to run, i have no power, no fuel pump, no clicks on the relays and my gauges do not cycle. However, I do have power to the fan motor when I turn it on and headlights and dome lights work. When I keep turning the key to start position, the engine will crank. I tested the eec relay today and I do not have any voltage when I tested the red wire telling me its not getting voltage from the ignition switch...is this correct? Does the ignition switch power the eec relay or could it be a fusible link to the ignition switch? Any suggestions what I should check next? Thanks everyone, I really appreciate your input.
