Fuses not working

Fuses not working
92 Ford f150 4x4. I bought this truck from a kid for 700. It's been in a acciedent. Nothing major. Body is still straight and so is everything else. But air bags are gone. Steering wheel is shot. Still drivable, by law. So I'm slow repairing everything.
I went to check the fuse boxes inside and under the Hood. We'll a lot (90%) don't light up with a fuse checker. But when you pull them out by hand they are still good. Turns, radio, and dash work, just fine. Cigar lighter no.
So I'm lost on why they won't light up when they are checked and how could I fix this problem?
Also turn signals working on and off. They will cut out after a while sometimes. Brand new relay put in in February .

Some of the fuses (like interior light, power locks etc) will be hot at all times. Most will only have power when the key is on.
A fuse should have power on a test light at both sides.
If you get a light at one side of the fuse but not the other, the fuse is no good. If you don't get a light at either side, it's not getting power.
Just an aside, I didn't think 92's had airbags.
