89 f150 5.0 fuel pump runs constantly
1989 ford f150 5.0l will not start, but the high pressure fuel pump does not shut off after 30 seconds.the high pressure fuel pump is brand new. but i have good fuel pressure and spark. guys have any idea of what could be the issue.

What do you mean by good fuel pressure, in PSI's.
My guess would be either you wired the connector in wrong or your in tank pump isn't putting out sufficient fuel for the HP pump.

Check for spark.
If you have spark, try a 3 second burst of starting fluid directly into the throttle body.
If it starts that way (for a second or so) and you have fuel pressure, then fuel is not getting through the injectors.
Fuel not getting through the injectors could be clogged injectors (not common) or no signal to the injectors. The most common cause for that is a faulty TPS - throttle position sensor. Or a number of other reasons, of course.
Time to test some stuff.
You can test for power (pulse) at the injectors, but you need an LED test light.
