1995 f150 red wire with blue strip under steering colum. What is it for?

1995 f150 red wire with blue strip under steering colum. What is it for?
1995 f150 5.8
So i looked at the wiring diagram and it says it is for the starter. For some reason someone cut into it and added 2ft of wire . question is why would it start with wire is just hanging down not connected? They didn't crimp it very good and only saw it today on my way to work. Had panel removed for installing my led light bar switch. Fired right up even tho that red wire with blue strip was unhook. Not sure if it came unhooked after it was fired up. Is that the starter wire? I guess I will see if it fired up at lunch time.
