I have the same issue on my 88. From what I've researched their is a diode on the back of the gauge in the cluster panel. Many have just jumped this or cut it out entirely and soldered a piece of wire in it's place. The diode is coded for X reading and allows this only. Not sure if I found this info on this site or another. Wish I could be more technically savvy.

Unlike a Corvette where a little tube comes up to the back of the gauge with oil in it. The 88 Ford is just a switch it is on or off. The gauge might have and L for Low and H for High on the gauge face it is just for looks. If the gauge needle moves a little you have oil pressure. I would try that diode removal trick but you might need a new gauge.

Mine did the same thing. Just had to wire in a new gauge. Put it under the dash where I could keep an eye on it.
