Default 96 F150 lumber seats

Have a 96 F150, the lumber seat switch works ( makes noise) when I push the switch forward but nothing happens when I push the switch back. This happens on both seats.
Is this normal or do I have a problem. I just got the truck.

It is putting air in the lower back of seat. Sit in the seat push button the lower back of seat will fill up. If you rock switch other way it lets the air out.

So the motor is not suppose to run when the switch is rocked back.
