okc lube man

It seems as though I have seen this issue on quite a few of these trucks.
The problem or result is rust at the very bottom below the side rear window on extended cab. Any ideas how this has happened and what to do to keep it from happening again?
How does one go about fixing the issue?

I really need to learn body work!
