Default License plate lights

Or in my case, no license plate lights. Whoever owned this before me seems to have ripped out all the wiring. What you see is what I have left. Can anyone tell me what right looks like? That wire is 12.56 v. Isn't that high for license plate lights?

It's 12 volt - gets power with the tailights. You should maybe hit a wrecking yard and grab the harness, it looks like your harness is missing.
