Default E40D transmission shifting

OK another question about my "new" E40D. It's stubborn down shifting. Going up even a slight grade the engine begins to lug as the transmission "hangs" in high/OD gear. If I press hard on the accelerator it down shifts. The selector cable does need adjusting as it's in gear just pass the dive indication point.

Any ideas or suggestions as to why, where to look or suggested repairs?

My truck has always been that way. At 45 miles an hour, it will struggle with what gear it needs to be in. If it is on a flat to declining road, it will shift into OD. Then if I start going up hill and don't maintain the speed right away, it "lugs" until I either step on the gas until it drops a gear or let off the gas until it drops a gear. I have had the tranny replaced or overhauled twice from burning it up for other reasons. Each time the rebuild acted the same. I think that is just the way it is.

The last time I had the tranny done it had a sticking valve body and that did not change the "lugging" issue.

Unfortunately, 45 is a common speed for me to drive.

Sounds like mine. Since I don't drive it all that much I often switch OD off.
