Ah, you're rocking the OBDII system. Forgot they changed to that in 96. The OBDII system should be able to give you quite a bit more info than an OBDI so I assume that'll give you a good sense of direction. 12 mpg seems to be a little low, my 95 with the 302 and 206,xxx gets around 15 on the highway and its a supercab 4x4 with 31's. Then again, I dont know much about your truck or your driving habits. Is that mileage calculation at 65 or just combined city/highway?

I do have some of the typical rear wheel well rust and some on the drivers rocker panel, but the frame is excellent. Gotta do brake lines next, but that will wait until summer. Your truck looks nice!

Here's the extent of the wheel well and drivers rocker panel rust on my truck:
Passenger side rear wheel well:
Driver side rear wheel well:
Driver side rocker panel:
And actually I just had my truck at the local garage to have the exhaust leaks fixed, new radius arm bushings done, and figure out the lean codes. When it was on the lift, he did notice that I do need to do the radiator support as well, so I'll likely get one from LMC and do it myself.
