Default 87 4.9L efi gremlin

I just recently bought the truck and noticed that after driving for awhile when the engine gets warmed my idle goes up to 2500 to 3000 rpm. When I come to a full stop (manual trans) if I press the brakes even harder the rpm will go down by a few hundred rpm but not down to where it should be. I was nosing around the engine bay and found one possible problem but have no idea what the part is or its function.

Any suggestions on trouble shooting the high idle would be appreciated. Cold idle is about 1250 to 1750 not sure if that's normal or high.

Runs from the back upper half of the engine somewhere down to the exhaust system

That looks like the fresh air tube for the catalytic convertor.
You may have an issue with your Idle Air Control, your ECT (temp sensor) or a really dirty throttle body (sticking open). A few things to look at anyway.
