4x4 hub assembly question

4x4 hub assembly question
So I have all these 4x4 components that I intend to put in my truck. I decided to take off the rotors so I can get them turned and do the bearings. The first side came apart easy enough with them two funky bolts but the second side has a ring around the first bolt and I dunno how to get it off so I can the bolts off. Can anyone tell me? Also. I got the 4x4 stuff without the locking hub assembly. What you see in the picture is what I got. Can anyone tell me what else I need besides the locking hubs to make it a complete fully functional unit. Thanks for any and all help.

Usually there is either some type of c clip that clips to the groove in the axle shaft, a bunch of shims/washers, and sometimes there is a keyed washer.
Did the hub have a cover on it?

No. What you see is what I got so I'm starting to piece it together. I have to buy the locking hubs but I wanna take the rotors off and get them turned as well as replace the bearings. Especially since it has been open to the elements like this.

Yeah I would maybe even buy a whole new rotor/hub assembly. Then you can get yourself the locking hubs and the spindle nuts and everything will be new. More $ out of pocket now, but that thing looks sketchy.

Worst comes to worst and there's no way to get it off, buy a new hub and cut that one off with a mini grinder so you can get at whatever's holding it. If there's just no way it's coming off.
It kinda looks like that's a lockwasher and that little tang should be in the groove in the spindle. Im thinking it's turned and the tang is locked on the threads maybe.

It looks to me like that washer has its tab broken off and is in a bind on the spindle threads. Rotate it clockwise to align the tab with the slot in the spindle and I think it'll come right off. Also while you're that far into it, pull the spindles and service the axle support bearings inside the spindle. You'd be amazed how many people don't know about that bearing being in there.
