Update: ran new wire straight from relay to pump. 10 gauge, and it managed to crank out the extra 1.75 volts I was missing to the pump. No change in pressure. Besides maybe .5 to 1 psi.

Squeezed return lines with a pair of vice grips carefully and it managed another 1-2 psi. So managed to get rail pressure up to about 28 with regulator on. With vacuum line disconnected I get about 37 psi and boy does my truck love it. I have an EXTREMELY hard time believing it's the pump seeing as how I've been through two pumps of two different brands.

When I kill the truck it sits at about 25 PSI and holds. Picture was taken about 5 minutes after truck stopped. So no injector issue.

Gaaahhh, I really don't want to replace the regulator. Such a pita. Anyone know what Allen head it takes? My last allen is sitting on top of my tranny somewhere from the last one.

It really is looking like that new regulator is junk.
I have heard of adjustable ones - could this be possible ?

I've seen them, but they're pricy! I'd rather just use a normal one. I don't have the horsepower to warrant a fancy adjustable one.

I was thinking more that maybe you could have ended up with one by accident ?
Was there something in particular wrong with your old one ?

No, mines just a standard one. I bought it new from autozone. My old one was something I replaced along with a bunch of other parts thinking it would solve my idle issue and it ended up being the TPS. My old one, from the short time I had it on, never had any issues. Unfortunately I had thrown it away after months of it being in my garage or I would throw it on to test it.

How likely is it that the fuel lines are clogged past the filter into the engine? Is that common?

Clogged, kinked, maybe. You said you replaced the lines from the tank to the filter.
Disconnect both lines at the filter, take the valve out of the schrader valve (bicycle tire tool) and see if you can blow through the pressure line.
You can try blowing through the return line too but you may have to apply vacuum from another vehicle, or remove the regulator to be able to see if that one blows clear.

Aalllllllrighty! After a long fiasco like day and much shenanigannary, I managed to replace the FPR with only 74 curse words said. With it off, I blew through the intake fuel line and the wife said fuel shot out and bubbled out of the line. This pretty much cancelled out any chance of clogged lines I believe. I didn't even put that much air through. A lot escaped between the hoses because I mated one with the one off the filter best I could because I abhor gas in the mouth.

Anyways. Warrantied out the old regulator and after putting the new one on, got 32 psi. Just within range. About 40 with it off. Hopefully the 5-6 psi jump will help. Not sure how long it will last at this but it sure beats 25/26 psi, that's for sure. I think this brand regulator is crap.

On no related topic. Here's a picture of my custom tool I made to remove the regulator because I was missing an allen wrench of that size. It's called The Regulatomover.

So..., your lines are clear, your filter is new, pinching off the return line doesn't give you a massive jump in pressure, the system will hold pressure after shutdown so check valves aren't leaking and neither are the injectors or the regulator and you still don't have much pressure.
I'd be inclined to say that your new pump is junk; but then I think that you wrote that you changed it again. I'm at a bit of a loss, I can only think of 2 things - the pumps are cheap asian junk or your gauge isn't reading right. Maybe I'm missing something though.

Nope, you have everything right. From what I hear, the Delphi pumps are decent. The lines seem to be clear, and the gauge was crossed checked for accuracy on a other truck.

My honest opinion, I think it's still the regulator. Pretty sure if I had an adjustable one I could make it flow better. I got instant pressure change when replacing it with one of its own brand so I think this particular brand may be more restrictive and inconsistent.

In the future I might put a better one on, but for now, with my truck technically in spec and running better. I'll probably close the case for a bit until I can afford a pricy one.
