You have 2 lift pumps one in each tank and one high psi pump on frame rail. If the frame one is acting up replace it.

Just got home and tried to start her and she wouldn't start just cranked. Could hear both pumps run when cranking.

Started her again she ran for 30 seconds while the idle was fluctuating higher and lower. Could this be a sensor causing this?

It sounds like you have the same problem i had (same 88 f150 302) The system may be hydro locked. towards the front of the engine there is a schrader valve with a plastic cap on it you can relieve the pressure there. If you can restart the truck after dumping the pressure then its probably the fuel pressure regulator

I released the pressure and very little gas came out. Then tried to start and it took 2-3 seconds and she started up.

The regulator is towards the back of the engine, it should only be $18. Its pretty small, but if you trace the line back from the relief, you cant miss it.

Default New pressure regulator

I just replaced the regulator this afternoon and tried to crank and would not start just cranked and cranked. She would run on starting fluid so it has spark. Is there anything I need to do after its installed?

Got her to start and run and she's still doing the same thing. Run for 4 minutes then die and won't start back up.
