Default Brake Booster Problems?

Ok, so I'm looking to buy a '94 F250 with a 5.0L V8 and 165,000k. All looks good except for the heater core being shot and a problem with the brakes.

The brakes make a loud hissing noise that sounds like it's coming from the firewall whenever the brakes are pressed. It is super loud and continues to hiss until I let off the brakes. It still brakes fine, though the pedal is really soft. The first 1/2 of the pedal does nothing, but it stops fine once you get to the end of the pedal.

I've been reading tons of forum posts about one or the other of these problems, but not both. Either the brakes are soft (seems to be an indication of the master cylinder going bad or a vacuum line cracked or loose) or a hissing noise and the brakes being hard as a rock (brake booster diaphragm is shot).

Are both of them bad? This is the only problem with the truck and I just don't want to get stuck in a money pit if these symptoms are indicators of some bigger problems to come.
