Default 95 2wd front sway bar location

Is this a weird place for the sway bar to be located? It's not on the chassis. Its on some weird front plate. I was inspired by one of those 4" RC lifts on this site with the 95 2WD setup. I figure that could be a project next spring. In the meantime, I'm tightening everything up with new bushings and getting to know where are the parts are. I figure, with a 4" RC lift, the sway bar isn't gonna reach my sway bar links. So it'll have to be "dropped" a little but seems like weird setup. I usually see sway bars on the chassis.

Yah, I saw that piece on the RC website. So the ENTIRE plate assembly get's dropped right? That's makes a lot more sense!!

I thought you used extended sway bar links.
