Event Sequence:
-discover missing oil cap
-discover critically low oil
-add one quart
-discover oil soaked line/hose
-upon touching, small rubber(?) part pops off and falls into funnel
-no visibility
-pic attached shows my hand on parts origin

do i need to recover this part and if so how?

The hose or whatever won't have gone far as there is a shield inside the rocker cover. You could probably fish it out with long needle nose pliers and a good flashlight. If you can't get it, it won't get into the internals of the motor and break anything though. But you should try to get it out.
