Default 351w problems

Hey guys I have a 1993 F150 XLT 5.8L 351w and I have a few things real quick.

My truck frequently has problems starting. The check engine light will stay on for 3-4 turns then it will go away and the truck will start shortly after. I can hear my fuel pump going and sometimes when the truck won't start I can hear the fuel pump kick on for a second time, after the second pump the truck starts (doesn't happen all the time).

The next problem I am noticing is that any time I go up a hill it feels like the truck is just lugging up the hill and loses some power forcing it to downshift. I know gravity acts on the car but say if I'm going 40 mph the gas pedal is almost the whole way down to the floor. I have not been around these trucks to know if that's just the way they ride or if it's an engine issue.
