Default water issue, no start

my 1991 300ci always runs like crap when its rains. I know something is getting wet at the rear of the engine near #6 cylinder but i dont know what. I'm afraid water might be getting in the engine b/c the #6 plug has surface rust around it and a small puddle on the block below. It just down-poured and it will not start. Also the spark plug for #4 keeps loosening up? threads look fine. Novice mechanic here so please bear with. thanks

tightened up plug and letting engine dry

gona look into running a bead of caulk along the top weather seal for hood
