Default Unhappy 95 F150 4.9

Hi all,
I'm struggling with some issues on my 95 F150. I'll start with basics on the truck:
1995 4.9L 5 speed
136,000 mi
Full tuneup last October

Symptoms:
Mileage down 3-6 mpg
Power seems down - throttle not very responsive, have to shift more on hills. It's not a dramatic difference but noticeable.
Does NOT like to start when warm. It will crank and crank and crank. It will sometimes start to run, but it will be barely chugging and sputtering.
CEL code 181 which I'm currently doing some reading on.
Recently, it developed an exhaust leak somewhere, but the other issues predate that so the code is not necessarily related to that.

Right now I am leaning toward a bad fuel pump or at least badly clogged fuel filter.

Get a fuel pressure tester - screws on the schrader valve on the fuel rail on the motor. KOEO you should be looking at low 40's psi.
Also test your throttle position sensor with a voltmeter.
Lots of other possibles, but those are probably the 2 most likely.
