Default Turbo trouble

So on the 14th my husband took our f-150 3.5L ecoboost to the dealership because it was throwing a wastegate valve code. The dealership said it was the solenoid but we need to replace both turbos because one is compensating for the other. How is that don't they run on a split system each turbo on 3 pistons? They also never told me if the wastegate was left open or closed but it was safe to drive. So I am assuming open because closed could blow my turbos apart right, not being able to blow off excess pressure, is there anyway for me to check if it's open or closed? AND lastly has anyone been able to replace the wastegate solenoid separate without having to buy the whole freaking turbo?!! They said I had to pay for whole new turbos since you can't just replace the solenoid! WTF aren't they completely separate components?!!

If it was closed it would over boost and ping and then throw a over boost CEL code
