Engines were rated Brake Horse Power (BHP) before 1971. Brake Horse Power was without accesories or the stock exhaust.
After 1971 they used "Net Horse power" which is the HP with the engine as installed in the vehicle.

Brake horse power is what's at the wheel, thats what Britain uses. Net is at the flywheel, that's what North America use.
I couldn't anything that shows the differences between the years, and it doesn't make any sense how ford dropped like 40 HP.

The testing procedure changed to include all engine driven accessories, full exhaust, and pollution controls.
