cant get 96 4.9 in time at all but runs

Hey TR my 92 has the same problem, when at top dead center my timing mark on the harmonic balancer is at 5 oclock, I've never been able to time mine with a light and have never pulled the harmonic balancer off to check it to see if it never had a key put in it. Right now I'm just trying to get mine to run properly. Anybody know what a 331 code is.
