Default 1995 4.9 Top Radiator Hose Sucked Flat

I am looking into buying a 1995 F150 with a 300 I6 and a 5 speed. I test drove it today and it did fine. No missing, sputtering, or overheating. When I got back I noticed that the top Radiator hose was flat. The guy said it needed a thermostat but I'm not sure. I checked the oil and there wasn't any water in it. I'm just curious what could be causing this because I really like the truck and it's a good deal but I do not want to get myself in a mechanical nightmare. I posted this in another forum and someone said it could be the radiator cap. I just want any ideas or anyone who has had this problem before. Thanks, Austin.

Sounds like the thermostat isn't opening.

That's what the guy is saying. But if the thermostat isn't opening wouldn't it overheat? Thanks, Austin.

Thanks everyone for the replies. Popped on a new rad cap and it fixed it right up. Also found a small leak in the radiator so I changed it and everything seems to be working great now.
