Question New LED Lightbar problem -not lighting up

Just bought a 22" LED Lightbar (Eyourlife)off ebay. Shipped from China so not looking forward to sending it back for replacement. I know there are better brands but this one should still light up and hoping someone here might know what I should look for if anything to get it working.
I took a short video which might make an easier explanation of the issue.

I wired it to a battery in my basement to test it out. Install won't happen till spring cause its darn cold out there still...(-25C not counting windchill) so lots of time to work this out..
Well I turned it on with switch included and only 4 LEDs (floods) at one end lit up. After checking connections and a couple other trys then only 2 of those 4 would light up. 2 would give a short quick flash and then go out so only 2 would come on.
Any ideas of what might be causing this or what I should look for to fix this?

Link to video...

I checked the fuse and it seems ok. The relay has a tab at one end with a hole to attach to a bolt that would ground it so in case it needed to be grounded I touched it to ground (black) terminal of battery but made no difference.
Also noticed on the switch 2 small lights...green and red. Green lights when turned on but the red doesn't light up at all and I would assume that it should probably light up when the power is turned off.
Relay issue?
Wiring inside light?
Other?
As a last resort I can ship it back but hoping to avoid that.
Thanks for any ideas you can think of!

Your video is private.

Also, are you sure your battery is charged and doesn't have a bad cell? There are capacitors and drivers that need full power to light up the LED's.

Ooppps sorry about that. Switched settings to make it public now.
Your question is bang on! Problem solved!!

I checked the battery earlier when I had the problem and it was showing just over 11 V so I threw the battery charger on it. Went back just now to check on it and the charge on battery was at 12 V and the light bar lights up completely.

Lesson learned...check battery first...

Thanks again for your help. Now I just need to wait for spring.

LOL It's all good. You have the same syndrome I do... I have it, I gotta play with it, NOW! Even though I can't do anything with it

Battery will get you every dang time.

Well here is just a short clip of the working light after charging the battery.
Won't be installing it for several months so that video will have to wait.

Now I just have to decide where I want to install it. Originally planned to move my centered licence plate to one side and install in the bumper in the middle but starting to think I might like it better behind my grill in the lower section. Behind the grill would make it less obvious to anyone trying to steal it plus grill would act as a stone guard. Just have to make up some sort of bracket to hold it.

Here is what front grill looks like. I would center the lightbar behind the lower center section which shouldn't block the light output too much I hope.

this is how i did mine, I never put the license plate back on. I keep in my back seat but i think its going to take a cop having a real bad day to pull me over for not having a plate on the front.
