A lot also depends upon the headwinds, and your speed.
I cruise at about 100km/hr. My trailer has more frontal area and is heavier than yours. Got between 19 and 26 L/100km on our trip out west in July. Average ~24L/100km headed west against the prevailing winds and about ~22L/100km coming back.

And the truck's estimate of fuel usage between fill-ups is incredibly accurate, to within 0.1% of the pump's. That's over 90K kms since 2011. I now figure the pump estimates are less useful because of the variation in filling the tank up to the top.

I just purchased a 2014 Ecoboost 3.5L F150 XLT with 60,000 KM on it. I also just bought a 2015 Jayco Featherlite X17z travel trailer weight 3000lbs empty.
I went for a trip into the Rocky Mountains with the combo this past week. The roads I took were not too steep but there were many hills as we zigged through the foothills into the range.
I experienced 22L/100km of consumption. Is this good, bad, or right on the expected mark?

This summer I've started towing a TT that weighs in less than 5,000lbs gross and I'm averaging around 21 l/100km, in what sounds like similar terrain as you.
