The dovetail adds confusion to the photo because of the angle, but I suspect the floor of the trailer is a bit nose high. Looks like the tongue needs about a 2" drop to result in a level wet and loaded trailer.

you are correct that its nose high, but i set it to a 1" drop and it sat perfectly level
