Default Tow Package vs Max Tow Package

I have not found a good explanation of the difference between a Tow Package and Max Tow Package. With all the different configurations from dealer to dealer and different interpretations from the dealers, I find myself sufficiently confused. I have a 2016 F150 4x4, 3.5 ecoboost, 3.55 rear end. If you read the Ford literature there are only a couple of differences between the 2, with the Max package adding 3.55 electronic locking rear axle, trailer brake controller and upgraded front stabilizer and rear bumper. What the hell is an upgraded rear bumper??

Tires and wheels are same, the sway bar could be different, tranny cooler is the same, bumper different.

Front swaybar and the chain hook plates on the hitch receiver are slightly thicker and angled. It's a marketing scam mostly.

I dug fully through the source book for 2013 and 14, those years at least from what I can see, for Eco only it also increased the rows of coolant tubes to 51 and half a quart more coolant. All the other engines get the super cooling with the trailer tow or HDPP.
