In PA, I've been stopped one time for a trailer inspection(at the end of a toll road) in the 15 years I've towed a trailer. The DOT officer looked at my hitch and chains and when I couldn't find the owners card for the trailer, told me not to worry about it and to go on my way.

In PA all pickups get a "truck" plate.

A guy down the street that just bought a new 2014 F-150 a couple of weeks ago has his truck at the dealer with the transmission out of it. He was towing a travel trailer that was about 2500 lbs. to heavy for his truck even though he had a max tow package. He didn't check the towing capacity of his truck.

This is probably a manufacture defect, I have a 2010 and just towed 7700lbs all weekend without a hiccup and it is the 4.6 3V!

So his travel trailer was about 14,000 lbs? What was the tongue weight then?

I have towed 8,000+ lbs for over 12,000 miles with out one bit of problem. All over the Eastern half of the country...

I haven't a clue what the tongue weight was. I doubt he does either.

I would bet a lot of money on this... if he was willing to tow 2500 over his tow rating, there is little likely hood he even knew to think about payload

And remember the tow rating is very conservative because fords lawyers are scared of lawsuits.
No different than how a rope in aviation lets say is way under rated.
