Default Is this normal for trailer electric brakes?

Hi,
I bought this winter a new 18' Stealth Phantom Car Hauler tandem axle/tandem e-brake trailer.

Question:
With the:
- trailer disconnected and
- electric-brake engaged (by pulling the pin)and
- trailer jacked up on one side....

Is it normal to be able to freely turn wheels 1/8 of a turn by hand before the brake prevents me from turning the wheel by hand?

I'm able to do this on all four wheels when jacked off the ground.

Separately but related, the wheels don't seem to lock-up on an unloaded trailer unless the the OEM TBC is set on 10.

Is there a problem with my Stealth Trailer brakes?

normal
electric brake is mechanical lever activated by a magnet, when applied magnet pulls on drum and drum has to rotate to pull shoe against drum.
and you don't want trailer brakes locking up, fords tbc is one of the best for preventing lock up

,the brakes should lock up if the battery is turned on and it is charged,just remember most trls only have brakes on 1 axle so make sure you have the correct 1 lifted ,as the wheel turns it pulls inward and pushes the pad against the drum ,it may take longer to engage the slower the wheel turns,
