You probably won't see enough of an MPG change to warrant the Silverado.

FWIW, I have a '10 Suburban (same drive train as the '13). It gets about 10% lower mpg than my '11 Ecoboost does under similar scenarios -- 19-20 mpg on the freeway, 12 around town, 15 mixed. Tows just fine -- we have a 27' travel trailer -- albeit at higher RPMs that I like.

Your boat is not going to bother your truck. I towed with my 06, much heavier loads than a boat. 10,000 lbs on the back between my house in Florida and Pennsylvania. Cruise control set on 80 most of the way. 1256 miles each way.
