Just remembered, the RV had 50 gallons of water in the tank. That would be about 400 lbs. I very very rarely carry water. Only did it once in 13 years. That would reduce my total weight by a decent amount.

Total weight is not the issue usually, it's payload weight. In most cases the water tanks are in the rear of the trailer behind the axles so if they are full technically it would remove some pin weight, though not much probably.

If someone would ever worry about being above tow rating, it would be scary to know how much he is over payload! Especially with a 5th wheel

Also keep in mind that his Pullrite is as heavy as f__k.... VERY heavy hitch. He has blown his payload to hell and back.

I've wondered what happens if someone gets into a big wreck and they were over legal weight when it happens. Might insurance not cover the incident? What if it is so bad that someone dies as a result of the accident? Could the driver be guilty of criminal negligence or something of that nature? Seems a bit scary to me to think what the consequences could be in a completely accidental situation but where the yellow tag on the trailer clearly exceeds the legal limits on the tow vehicle.
I expect it is a thing that would probably never occur for most people and is a moot point. But... If it did happen... What then?

May depend on local laws, too. In Florida, for instance, I couldn't find any statutes making it explicitly illegal to exceed your weight ratings unless you are driving commercially.
