Yes the truck was running when I was checking the voltage. I check the brake lights the left and right turn signal and also the emergency flashers all of it was not working.
I'm hoping to get some kind of resolution because I really need to use the trailer this weekend and can't afford to wait until Monday.

I just traced mine in the back and the full harness routes back towards the front and connects to a plug on top of the frame beside (and over) the spare. From there it runs along the frame towards the front. I didn't check further than that for any relays in line.

I believe all of the relays will be in either the power fuse box under the hood or the passenger side kick panel.

7 pin trailer harness
Here's a good place to check voltages in the engine bay before all the wiring heads down the frame and to the back of the truck. This connector is right by the back side of coolant reservoir in my 2011 on the fender well. It's all of the wiring for the trailer receivers.

I'm sorry. The relays I was talking about are in the box under the hood. If they are gone, the lights won't work. If you have an owners manual it should list them. If not you can download one. I can pull up a wiring diag for a 2011 if it helps.

Looking at the owners manual online I found where there are like five relays for the trailer lights but for some reason I can't find where there are any actual fuses for the trailer lights. Am I missing something here that somebody know exactly where there are fuses for the trailer lights?
