I use it. The power band of the EB is about 1500 to 3000. When it needs to, it downshifts. At 60-62 mph, I see about 1700 in 6th, 2100 in 5th and 2800 in 3rd.

I think the recommendation for tow/haul is when you're in the hills. For flats you don't need to engage it.

Pretty sure the manual suggests turning it off in flat areas for improved mileage.

I am not aware of it saying to turn it off. The truck will still go into 6th gear with it on. If you are on flat land it will shift to 6th and stay unless it deems necessary to shift out. It's an excellent feature. IMO it's a waist of time to turn it off at highway speeds
