So you have a 2015 that you bought new and it is having issues...its called warranty.

Bring the truck back to FORD and get it fixed because no truck should act like that.

As mentioned, 9% is a very steep highway grade. The maximum (with exceptions) on the Interstate system is only 3% for instance. You may be running out of power. What elevation are you at?
