Not needed on the flats, but in town or on hills/descents it is nice to have on.

It's not always the weight that's the issue. It's the drag. Throw a hard crosswind in for good measure and it gets even tougher.
That said, use the tow haul. Hurts nothing, helps you slow down a bit with the transmission.
