Those have 3 uses, and i have used them before:
1. Hide that rusty, ugly turbine housing. But, you can't even see them on the eb.
2. Quicker spool, if you really need the power .000000001 seconds sooner.
3. To keep from melting stuff that's close to the turbine. Ford did a pretty good job of protecting everything nearby, though. It comes in handy when you're trying to cram a big turbo into an engine bay that was never meant to have one.

Seen a lot of the diesel guys use them. Gains of 200rpm sooner spool up have been reported. Might not sound like much, but when your power band is from 2000-3500rpm, 200rpm sooner is quite a bit. I think they'd be a waste on the Eco. Lag is not even a remote issue with these turbos.
