Update: the noise in mine was the aftermarket HID ballast. i removed the HID's because the passenger side went out. got fed up with them. noise is gone.....

No. Mine was louder from the start and got really loud after a while.
The new pump is about as loud as the ones in the other trucks I looked at.
However when the pump kicks on, it stays on for about 30-40sec,
If I'm idling along with my foot the brake pedal, the pump will pretty much stay on until I release the pedal.
I'm wondering there is a leak in one of the vacuum lines somewhere...

I agree, something is not right with your pump.
Since that noise hasn't been reported much on here, I'm guessing a properly working pump is
1. very quiet, 2. comes on for <10 sec.
Since 'noise' is subjective, the dealer can always say it's 'normal'. Have them compare yours with a '11/'12 on the lot.
No wonder they replaced that electric pump with a cam driven pump on the '13's...

For what it's worth, the original pump was made in poland, the new one in germany
