The static weight can be lighter but when you figure in the angular component, it can be "heavier" than a wheel with a smaller diameter. Think of using a wrench to undo a stuck bolt. Adding a little bit of length can make all the difference despite using the same force (weight). Now flip it around and think of the bolt doing the work trying to move you. It needs more force and energy to move whats on the end when compared to a smaller wrench.
