Not sure what you expected. It's a heavy, 4-wheel drive truck, and the max tow has a lower gear ratio. Guess it's time to trade it in on a Fiesta.

I expected closer to the advertised mileage. It won't be another FORD. As far as a Fiesta goes, get one yourself.

Why is it some people can get the advertised mileage and other can't? I guess its the consumers problem, not Fords? Theres to many people on this forum having mileage issues.
I live just north of you and work in York so a lot of my mileage is on I83 with the cruise set to 68 mph.

Lifetime at 15.3 and that is with over 1000 miles towing a 6000 lb travel trailer. 8300 miles on truck 1 year old next weekend. Around town mileage if driven gently 15-15.7 mpg. Highway 17.5-18.5 @ 70-75 mph.

Driving styles, condition, and individual truck variances. This is why the EPA Provides an expected range under the bold numbers. Your mileage is well within the range.
Again, I can average much highr numbers than my wife in the sme vehicle. All just driving style difference. I can probably average much higher than 80% of America just because my city driving is in a town of 5,000 and only 5 stop lights total. All driving condition differences. I also had a 2011 Eco, nearly identical to my 2012 with the major difference being 3:31 gears versus my current 3:73. The 2011 averaged 1mpg better on the highway.
I have found that MPG diminishes quickly above 2k rpm. If I set cruise at 68 I get 19-20. Set it at 75 I get 17. Set it at 78 I get 15.8.

The EB numbers are done with a Regular cab truck, with the 3.15 axle. Ok. Lets add drag. Your A/C, power controls, larger cab, longer wheelbase, bigger axle ratio, larger wheels and tires, driving style, environment, and fuel quality.
If you're wanting to get close to the EPA numbers with all these factors in mind...somebody should take your vehicle away from you. Want some great gas mileage? Do what another member said above and buy a fiesta.

Where you live is the variable. I live in Wa st. and am about 20/80 city/hwy driving. Terrain is up and down; i use my cruise control alot. I do a fair bit of hauling; zero towing. The 2yrs i've owned the ecoboost I've racked up 30K miles and my lifetime mpg is sitting at 19.7. My 2007 Nissan Frontier crewcab would only get 18mg tops under the same driving conditions. I love my truck.
