From what I know, those covers reduce mpg and don't help it. Although, the difference between having it on or off is minimal. Your engine is still new and effected by the infamous "break in" period. My engine didn't start getting above 17 mpg until about 2,000 miles. Regardless of any mods you want to put on (I'm not saying you should or shouldn't) you should wait until at least 5,000 miles to allow your engine to really break in to all the stock specs. Waiting will also allow for a better baseline when testing out new mods after 5,000 miles.

you mentioned "NEEDING" a truck. are you carrying a bunch of stuff in the bed that is weighing you down. if so that is going to affect your mpg ESPECIALLY in the city because of getting that weight moving over and over again.
really and truly 15.5 mpg in the city with an engine that is not broken in, really isnt that bad. give it a few thousand miles and come back.
