Those air vortex thingies to optomize/maximize fuel mixure within the intake manifold was all "snake oil" back in the day, and the principle doesn't exist as our engines are DI.
but the fact that the turbo is significantly louder without the rings, tells me, they are silencers, and so did a Diag tech who I inquired with first before removing them.

According to Stokes law they are attenuators. Therefore they attenuate sound. Take that to the area they are at, it means weakening in force or intensity. Some OP's like a lot of sound force/intensity/turbulence ! I will guess they are designed for average driving at average RPM's ranges and not for high performance applications. In a high performance application such as a Stage 2 there is a separate air path for each turbo with a balance tube between them. :>)

I have been driving it for a few days now. Before I removed them there was a little lag before the turbos were spooled up, now that seems to be gone.

These trucks do suffer from lag at times. Simple solution is to do the gas pedal reset procedure. If the truck was misfiring (due to condensate in the intercooler), then new spark plugs gapped to .030 are needed and the intercooler should get the 1/16" weep hole.
