Not intentionally but technically yes they do. Yes not rich in the gas term. The cylinder temps have to heat up to effectively burn the diesel so at the very beginning there is more soot to the exhaust. Large bore engines show this even more which is why many will shutdown cylinders in a alternating pattern to keep load high and soot down until they heat to a set point, these aren't vehicle sized engines but the same rules apply. Until they reach temp they will roll black smoke. Example, c27 3508.

Diesels never run rich. They are perpetually lean. Idle on a cummins in a dodge is something like 47:1 and full throttle is around 20:1. Bunch of variables but point still stands, diesels don't run rich. They may have excess fuel that isn't being burned completely (aka smoke), but they are still running lean. But depending on how you use the terms, it can be easily confused with running rich.
