Question CB Antenna Stake Hole Mounting 2012?

The cab stake hole is covered and has no releif pop-out. I'd like to install my CB antenna but I'm not sure the best way to mount it. I was thinking just a stake hole mount, but was worried that it might stick up a bit and not allow the plastic piece to lay flat - although it appears that it has a space between the bed and the plastic...not sure, and before I go tearing this appart, I thought it best ask!

I'm learning patience!
