Default v8 4.6 liter triton engine stuck valve, need new engine. What should I do?

Stuck valve outside of Boulder City NV.
They tore the engine down and told me I needed a new engine (190k miles, so it's about time)
Would really like to get something with more horsepower (is 350 hp too much to ask)
Choices are:
1) New Jasper engine - they don't have a high performance choice for this.. although I hear Jasper builds some good ones. $2,000 for new engine
2) Have someone local get into the issue and build me a bad *** engine $4,000. No warranty, No guarantees
3) Put the new Jasper engine in and then put a turbo charger on it.. void the warranty and add $1,200 to option 1. Jasper says I'll blow the engine if I do this.
4) Upgrade to the 5.4 engine. This shop doesn't want to do it. Says they don't know how and because I'm from California, I would be asking for trouble.

HELP - what should I do?

If your wanting power get a new 4.6 long block then throw on a trick flow top end kit. It should put you over the 350hp mark. But it might cost a little more, I believe the kit is around $2500-$3000.

Default 5.4 liter engine upgrade

It sounds like the 5.4 liter engine upgrade is the way to go. Easiest to keep within California emmissions standards.
Anybody have any checklists to do for the move to a 5.4 from a 4.6 liter engine?
The shop I'm working with says it's a pain in the neck, requires a flash to the computer (extra $800), will burn out my transmission and might not meet California emmissions.
They're putting the scare factor in and just want to take the easy route and put in a new 4.6 liter with no bells or whistles.

thanks

if you go with the 4.6, get a short block from jasper and buy a performance top end kit, complete with the heads.
