Default out of timing

I am working on an 04 f150 5.4 3v with 281k miles , I had to pull the heads because of the spark plugs breaking and the removal tool did not work as intended. here is where im at when I was removing the timing cover the top right side (passenger side) guide was broke I did replace, when I took the chain off I did not lock down cam gear nor did I take phaser bolt out and it did roll on me. after I reinstalled head with new gasket and bolts I set the timing marks the way alldata said but engine is still out of time. WHAT SHOULD I DO AT THIS POINT

There should be marks on the timing chain. Set cylinder #1 to TDC and then align the marks with both the cam sprockets and the dual crank sprocket. If you turn the engine over, the chain marks will not line up again for 38 engine revolutions.
